What are the different access levels?

3 access levels can be granted to a user:

1. Administrator
2. Normal
3. Normal with the administration-limited mode.

Can access be granted to an individual to only perform user administration versus full administration priveleges?

 Only adminstrators can manage users. The "Administration-Limited" mode doesn't grant this privilege.

The "Administration-Limited Mode" has been removed in version 4.7. It has been replaced with the Portfolio access right.
